A media service account is an account that gives you access to Azure cloud-media services. A media service account stores metadata on media files and does not store the actual media content. If you need to store your media files on the Cloud, you’ll need to create a storage account as well. You can either associate an existing storage account with a media service account or create a new one. Note that when you delete a media service account, the content in the storage account will remain on the Azure cloud.
